I saw that at least in my registry there is a DropTarget defined in HKEY_CLASSES_ROOT\Applications\photoviewer.dll\shell\open\DropTarget. This entry tells Windows Photo Viewer to display the images in the sorting order of the folder Photo Viewer got called from. What is obviously missing is an entry in the registry called DropTarget.
